How to access other users and parts of the drive on a PC?

A couple weeks ago a monitor got moved around for a PC at work and now I'm trying to set things back up and running into confusion.

It used to be we had 2 monitors attached that had 2 completely different users / apps / parts of the drive. One monitor is still attached (output port marked 1 in the attached picture) and shows the same thing that it used to, same users, etc. As best as I can tell, the correct attachment for the 2nd/main monitor is the one that was plugged in into the same graphics card, the slot above that.

However when I connect a monitor to that I get the exact same display/users mirrored from the 1st monitor. I should get a completely different user and all of the very important data stored in the hard drive for that user. I can't see the user I need in the command line or in the control panel, only the local ones.

It could also be that the 2nd monitor should be plugged into the section marked 3. What is this / what's it for? It doesn't look like a PCIe graphics card like those to the right. Most of the other cables are controlling equipment.

TL;DR how are the different users and associated drive storage partitioned on a PC? What do I need to plug into or do to access the user profile and data I need?
