Connecting TV limiting capabilities of monitors

I've been using two AOC 24P1W1 monitors for around 5 years without issues. They are connected to both my PC and ThinkPad X1 Yoga 4th Gen laptop via a ThinkPad USB-C Dock Gen 2. Today, I connected a TV to the dock, and suddenly, the refresh rate on one of my monitors changed. The setup is as follows:

  • Two monitors connected via a DP
  • TV connected via HDMI

Without the TV connected, the monitors display the correct refresh rates:

However, after connecting the TV to the dock, the refresh rate options disappear for both of the monitors:

If I connect the TV directly to the laptop instead of the dock, all refresh rate options remain normal. Even the TV itself has multiple refresh rates (50–60 Hz, non-interlaced).

I checked the dock’s technical specifications, and it should support three displays: 4K @ 60 Hz (x2) + 4K @ 30 Hz (x1). Now since all my displays are max 1080p is it possible to make all of them display on 60hz and if not why did all the other refresh rates from the two monitors disappear even though the TV is set to only 25hz?
